Context:

Under the overall supervision of the Chief of Mission in Ethiopia and the direct supervision of the Project Development and Policy Officer and in coordination with the Programme Managers, the successful candidate will be responsible and accountable for providing support for the implementation of IOM’s programming in Ethiopia and contributing to the planning, budgeting, liaison, communications and reporting for relevant projects and programmes.

Core Functions / Responsibilities:

  1. Draft sections of and coordinate the preparation of concept notes and proposals for potential donors and funding opportunities in IOM’s areas of interest.

  2. Assist the Project Development and Policy Officer and Programme/Project Managers in planning, activation, implementation, and monitoring of project activities in IOM’s work in Ethiopia, and track and follow up on the administrative, budgetary and management requirements as necessary.

  3. Provide effective and timely support in implementation of the mission projects’ activities with respective implementing partners, in accordance with the projects proposals and other relevant documents.

  4. In close coordination with the Programme/Project Managers and the Monitoring and Evaluation (M&E) team, draft and edit donor reports to support compliance with donor regulations and obligations, as well as the report finalization process with Headquarters and the Regional Office.

  5. Support PMs in the application of all information management tools required to track service delivery and identify gaps including reports, mapping, spreadsheets, and others as required.

  6. Liaise with relevant stakeholders, such as donor and Government counterparts, United Nations agencies, International Non-Governmental organizations, etc. to enhance project’s effectiveness and avoid duplication.

  7. Participate in monitoring budgets in close coordination with PMs and the Resources Management Unit to facilitate the accurate and timely implementation of all projects.

  8. In coordination with the M&E team, support the collection, processing, analysis and documentation of project data for reporting purposes and apply a systematic approach in data management.

  9. Facilitate the consideration of cross-cutting issues such as gender, children, environment and other vulnerable groups during programme development and implementation.

  10. Provide and coordinate inputs for information requests from Headquarters, the Regional Office, other IOM missions and external partners, such as donors, government, partner agencies, and implementing partners, in close coordination with the Project Development and Policy Officer.

  11. Coordinate with the Communications team in the production of visibility materials for publicity to update and appeal to donors for resource mobilization by recommending and producing content.

  12. Identify potential and realistic funding opportunities by reviewing calls for proposals and researching donor priorities.

  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, International Development, law or a related

field from an accredited academic institution with two years of relevant professional experience;

or

• University degree in the above fields with four years of relevant professional experience.

Experience

• A background in community driven development, resilience and/or working with displacement affected communities.

• Experience with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting.

• Experience in project reporting, implementation and management, preferably in the field of migration;

• Experience writing reports, papers, briefings, and articles, with own work published an advantage;

• Sound knowledge of project implementation and familiarity with financial and business procedures;

• Proven experience with information/data collection, entry, analysis and report writing;

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of local languages in Ethiopia, French and/or Spanish is an advantage.
